It appears to be clear that this serious and

deplorable state of affairs can have no connection whatever

with registration, as the figures relate to a period prior

to registration; indeed, we believe that complete registration

of both Mui Tsai and adopted children, coupled with adequate

inspection, may lead to the amelioration of conditions under

which these thousands of dead bodies of little children are

found in the streets of Hong Long.

We trust it may be possible for His Majesty's

Government to consider what action can be taken to deal with

this evil, which appears to our Committee to constitute grave

evidence of the neglect of girl children in Hong Kong, and to

cast a slur upon the administration of the Colony.
